by not having been given the acting appointment, my

position in the department has been jeopardized. I

therefore desire to exercise the privilege of submitting

for your consideration the question of my acting appoint-

mont, together with confirmation to the substantive

appointment which I understand will be vacant in

oongaquence of Mr. Gela's retirement next year, and
